Senior Manager HRBP

Job description

We are seeking an experienced and strategic Senior Manager, HR Business Partner to lead the HR function for a pharmaceutical manufacturing client of mine undergoing a major transition. This role is pivotal in supporting site leadership, driving HR transformation, and establishing robust people practices ensuring a smooth integration and long-term operational stability.

You will serve as the primary HR leader - balancing strategic influence with deep, hands‑on execution across all HR functions. This includes a strong focus on labour relations, union engagement, government liaison, workforce planning, and building a high‑performance culture within a regulated manufacturing environment. This is a rare opportunity to influence strategy while staying close to ground operations in a high‑growth, high‑impact sector.

Your responsibilities will include:

  • Lead HR strategy for the Singapore manufacturing site and partner closely with the Site Leadership Team
  • Champion HR transformation during a site transition, embedding strong processes and governance
  • Oversee all on‑site HR operations - performance management, employee relations, talent, capability building, and workforce planning
  • Manage labour relations and union engagement, including negotiations and post‑transition IR strategy
  • Serve as the primary liaison with Singapore government agencies
  • Drive culture, engagement, and organisational development initiatives across the site
  • Lead and develop the on‑site HR team to ensure consistent, high-quality HR delivery.

Key Requirements

  • 10 - 15 years of progressive HR experience, with at least 5 years in HR leadership within Singapore manufacturing sector
  • Strong track record in industrial relations and union management
  • Deep knowledge of Singapore employment law and statutory requirements
  • Experience in pharmaceuticals, chemicals, or large‑scale manufacturing (highly preferred)
  • Proven success leading HR during transition or transformation
  • Strong stakeholder management, influencing, coaching, and communication skills
  • A hands‑on leader with resilience, integrity, and operational agility
